In the latest incarnation of Win10, the old way of quickly viewing your startup time and possible issues is gone.
Press the Windows + R keys and type eventvwr then press Enter.
Event viewer > Application and Service logs > Microsoft > Windows > Diagnostics-Performance > Operational
This used to measure both Boot and Shutdown times. Boot Performance Monitoring, which was still there as of v2004 has been eliminated.

Like several other things in 20H2, this is clearly broken.
