What do you recommend? Turn off updates completely?

Only a **** would stop updating their PC.
So you can:
1 – Live with it.
2 – Tweak it.

I got so annoyed with Cortana running all the time I blocked it from accessing the internet (just for spite).
Can this diagnostic program be blocked by the firewall?

Install Security-only updates. Remember, these are not cumulative and you have to install them manually (you won’t find them in WU), so you have to download and install each one by one, starting from October:
