Lots of writers saying that a Win10 Reset is or “essentially is” a clean install.
No it is not.
The only true clean install is to wipe and reformat the partition. For a clean install, I prefer a wiped and unformatted disk (the whole disk, not just a blank partition). This way Win10 can do it’s thing. Or, you can wipe the drive and create a new partition before install. In the screenshot below, notice the now even bigger System Reserved Partition. This is from a BIOS based install, an EFI install would have an additional partition.
